Angels and demons are locked in a cold war. They don't want to disturb the balance carefully created, but they don't trust each other, either. They compete over lost souls.
Those that ate Devil Fruits or come from the cursed D. line have no say over where they end up, even if they say they do.
Isuka is distressed that nothing seems to have changed from life to afterlife. The angels seem to her just as corrupt as the world government. But the demons aren't any better. After a life spent fighting for moral justice, she's exhausted.
