Midoriya had to have a secret quirk called 'Villain Magnet' that is the only logical reasoning for this.
He was with his entire class, minus Kacchan and Todoroki of course, and he got separated from all of them, even Uraraka. Left by himself wonder firstly why he was a 'bug', and secondly how the heck he got to where he was.
He was wandering around, then someone who could barely be drinking age walked up to him and began talking about the sports festival, which he thought nothing of, it was a highly publicized event of U.A. High, people were still congratulating him. No, what was off-putting was the mention of the Hosu incident. And about how, to him, they hadn't met since the USJ.
Taking the courage to look up as he felt a chilling grip land upon his neck, the rest added up. Shigaraki Tomura.
"Izuku Midoriya," the scraggy voice of the decay villain started and Midoriya tried his best to remain calm and not panic, "Let's have some tea and chat."
Midoriya took a gulp of panic and did his best, "There's a… a place over there we can talk." If he was going to take anything away from here it's be some calming tea to help him.
He was dragged into the nearby café, and instantly he wanted to run. Unluckily for him, Shigaraki had some decency and removed his hands from his neck, in turn to place four fingers on Midoriya's back. It wasn't any less threatening, but it was certainly less suspicious.
Midoriya, being the only one with money - because apparently 'Villainy doesn't pay well' (and he thinks being a student does?) - was stuck with paying for both of them. He swears that the next time he sees Shigaraki he's gonna demand the League of Villains' pocket change like an elementary-school bully demands lunch money.
Now down around 2,000 yens he decided to question his 'captor' (who he tried not to laugh at while he drank with his pinky out). "What did you want to talk about, Shigaraki?" He asked as his shaky hand gripped at his drink, bringing it up to his trembling lips, taking a sip.
"How is it all these pathetic NPC's can walk around and smile as if they're safe? And why is it that this idiot Stain shows up for 5 seconds, gets beaten and captured, and still a week later all I hear about is him. My attack on Hosu was outshined by the stupid video about his backstory. What the hell did he do better?"
Midoriya did his best to not drop his tea as Shigaraki's hand moved from his back to his shoulder like when he first snuck up on the hero-in-training. He paid close attention to everything whether he wanted to or not, so he didn't let his panic show when he responded, "I don't know why we keep smiling, but for Stain. Stain had a sturdy conviction. He wasn't driven by some childish reason that he'd abandon when it didn't go his way." Shigaraki's grip tightened on Midoriya's shoulder - still yet to put down the last finger - and his cup looked seconds away from shattering, "He saw through to the end, it's that type of conviction that makes people look up to him, no matter how wrong it is.
"And another thing, I can actually understand what he's searching for. He isn't killing for fun, he's doing it to make a point, to spark a change. I may not stand by with his ways, but I'd rather stand by him, than you." The cup broke. The now lukewarm drink spilled over the table, Midoriya dropped his cover and let his worry seep onto his face as Shigaraki began to smile creepily, grabbing onto the base of Midoriya's neck.
"I see now," he trailed off, squeezing tighter, tauntingly moving the last finger towards the others neck then pulling it back repeatedly. "I see why you all Piss Me off. It's that bastard All Might, he's why these idiots keep smiling, he's why Stain is such a big deal. No matter where he goes, he brings with him his stupid idea of hope. I'm so glad we had this talk, you're extremely helpful Midoriya."
This was bad, he had to escape, he had to find a way. He could hardly breathe, he was scared too. Give him something, anything, a distraction of some kind to get the heck out of there. He wanted to scrape at the hands, hope he'd get unburied, hope they'd let up, but that'd be a bad idea. One wrong move and he'd - and who knows who else - would be gone.
Somebody , anybody please help.
"De...ku?" Was that… Uraraka, how did she find him, why did she come back? "Are you…? Who's…" Oh crap, shit. Why'd she have to be so perspective? He's got to warn her, act like everything is going to plan, he's fine.
He coughed out panicky, "Wait Ochaco, I'm fine. Everything's ok just don't come over!"
He expected more, he expected to be disintegrated right then and there, so it was a big anti-climatic when Shigaraki released his grip and played dumb. Walking away from the booth, Uraraka ran to Midoriya's side.
Midoriya coughed harshly, holding onto his neck cautiously, "Wait, Tomura Shigaraki." He could hear Uraraka's shocked voice next to him, "What is it that All For One is after, what's his goal?"
Shigaraki made his way to the door, looking back, "Who knows. This has been fun, who knows maybe we can have one last chat before I kill you, I'll even pay." With that, he disappeared into the swarm of civilians, leaving the two teens to deal with the rest.
If there was anything Midoriya wished for now, it'd be that he wouldn't be stuck in another tea party with any villain for a while.
