Midoriya always had a sense of justice. He wanted to be a hero after all. What hero exists without justice?
As it turns out, a lot more than he thought just didn’t care about the right and wrong. They care about power, strength, all the things he can’t have.
Even though he was the one who saved Kacchan, even though he was the person brave enough to do something. He didn’t have a quirk. No one cared. He wasn’t special in the way others were.
Maybe that’s why he accepted it so easily. Standing on a rooftop, being told by his idol that he wasn’t good enough. He would never be good enough.
A dream forgotten, though, is not a dream destroyed. You see, all Midoriya truly cared about, was helping people. And there were a lot of ways to do that.
Midoriya Izuku would spend the next year working on himself. His analysis was already good. But his medical skills? His fighting skills? Maybe if he was a better fighter, he could make it.
Meeting All Might was like a kick in the face. A reality check, you could say. And he was going to take full advantage of it.
“To whom it may concern,
My name is Midoriya Izuku. I am writing to inform you of my intent to join the Musutafu police force.
Despite my age (15), I am hoping you take my application and analysis seriously.
If this is acceptable, please email me back as soon as possible.”
Sincerely, Midoriya Izuku”
Detective Tsukauch was tempted to delete the email as soon as he saw the age. But, maybe by some twist of fate, he opened the application.
He almost thought it was a prank, with how perfect the answers were. Whoever wrote this was smart. And it perfectly matched the tone of the analysis. Tsukauchi could only stare at that. Weaknesses, strengths, ways to improve, on the top 5 heroes.
He wondered why this kid didn’t apply to a hero school. Until he saw the quirk.
Tsukauchi made his decision in that moment. This kid, who couldn’t be a hero because he lacked a genetic mutation, would be the best cop on the force.

“Midoriya Izuku, looking for Detective Tsukauchi?” Izuku rocks on his heels in front of the desk, a small grin on his face. “He didn’t specify a time, so I hope I’m not late.”
“You’re right on time.” A tall man pats his shoulder as he passes, using his other hand to flash his badge. “Come with me, Midoriya.”
“It’s nice to meet you, sir!” izuku hurries alongside his new boss.
“Nice to meet you too.” Tsukauchi leads the way down a hall, pointing out the rooms they pass. “Now, I’ve told your coworkers about you. But, if you have any problems, come to me.” He smiles behind him at the kid. “You won’t be allowed in the field until you get your gun license here. So, try to file that paperwork asap.”
“Got it! Do I give the paperwork to you?”
“No.” Tsukauchi opens one door and ushes Izuku inside, showing the biggest room so far. It’s full of desks and a few clearly badged officers. “You give that to them.” He points across the room at a person with mossy green hair and a nose piercing.
“Who’s that?”
“Call them Khoshekh. You add any honorifics and they’ll keep the good cases from you.”
“Oh..” Izuku furrows his brows, making a mental note. “So, they’re like, a captain?”
“Secretary, technically. Somehow managed to intimidate their way up to a better pay and more responsibilities.”
“That…feels illegal.”
“It’s not.” Khoshekh drops a fairly large stack of paper on a desk. “I got it from here, Naomassa.”
“Thanks.” Tsukauchi leans down to whisper to Izuku. “Good luck.” He walks out the room.
“Alright, this is your desk. You get 3 hours max to get settled in. Then you have to get started on that.”
“What’s that?” Izuku sits in his new chair, looking through the paper.
“Waivers, licenses, basically everything the police force does to distance itself from the law. I’ve sorted them from most important on the top, and least important on the bottom. Most important ones need to be in within a week. The others…make it less than a year.”
“Okay.” Izuku nods.
“Any questions?”
“Yeah…what’s your quirk?”
Khoshekh chuckles and shakes their head. “You don’t ask about quirks around here.” They walk off.
“...alright. Let’s put some notebooks away, and then I’ll get going.” He nods to himself. “I’ve got this.”
