The entire Western wing is left uninhabitable, the Watch Tower was battered by catapults, the Broken Tower is now not much more than rubble. The Boltons had not taken care of the establishment when it was under their command. Of course, there was no obligation, no dedication when it was not their own ancestral home.
The Hand of the King brings it up on his first diplomatic tour. 'I’m afraid I have seen Winterfell in better shape,' he says, looking over the turret on the North wall beside her, 'as much as you know my memories here as not necessarily fond.'"

Summary
Tyrion is reading by the fire when Sansa enters the solar, the door creaking heavily to announce her. The hour is late already. Tyrion’s meager duties as the Lord of Winterfell were long finished, but his wife took dinner with Maester Harwin.
There is to be no meddling of the Hand of the Southern King in the matters of the North - this was decided without his presence. Bran’s latest letter to his Hand had included the advice do not be bitter with her. It was written weeks ago, but intended for this very day, Tyrion is sure.
The problem is not that he is bitter with her; it is the whole godsdamned North itself, its isolated and particular politics that exile outsiders and make him feel utterly useless when he offers his ear for her use and his wife says in that unperturbed tone, “Thank you, husband, but perhaps another time. I’m afraid these are solely Northern matters.”

She opens her eyes to find Tyrion’s body shifting jerkily, attempting to loosen itself from the grip of some sleep-induced terror. She moves without thinking, reaching for him.
