The Decepticons won the war. In the name of peaceful integration, Autobots and Decepticons have been forced together in a "Buddy Program".
In Prowl's opinion that's a needlessly circumspect way of saying the Autobots are now property of the Decepticons, but he's too busy scheming to argue over semantics.

Summary
A few days ago the Decepticons won the war, and now they have divided the Autobots - or most of the Autobots at least - between themselves in something called a "Buddy Program" so that the Autobots can be "integrated in Decepticon society".
So far no one has murdered anyone else. Fingers crossed it stays that way.

Summary
The Decepticons won the war, which is great! Skywarp never had any doubt that it would happen sooner or later. Better yet, Megatron and Soundwave have arranged a buddy system so that the Autobots can be introduced to the Decepticon way of living.
Of course, for Skywarp, the Decepticon way of living generally just means unfettered hedonism, especially now that they don't have to deal with the war. But hey, if there's someone who needs to learn a little hedonism it's Optimus Prime.
