I'm resisting the urge to do too much word but basically soulmates in this 'verse are not universal but not vanishingly rare. Most people might have a friend of a friend of a friend who is soul-joined, or has at least one in their family tree. So society hasn't completely reshaped around the phenomenon, but its common enough that it gets official recognition. For legal purposes, soul-joined pairs are mostly treated 'as one.' They can't be compelled to testify against each other, two women soul mates can share the position of official wife and two male soulmates marry the same woman, if one soulmate is found guilty of something the other will share the same fate...
