He means it as a joke. It's so absurd that it couldn't be anything other than a joke. And he knew exactly how Izuku would respond. He would roll his eyes and groan and shove him and blush and say, Kacchan, you can't just say things like that!
But that's not what happens. Instead, Izuku's whole face goes paper white before turning bright red again so suddenly that Katsuki's almost afraid he's going to pass out on him. Izuku is silent.
Holy shit.
Katsuki does something he can't take back.

Colorblindness soulbonds typically manifest as a lack of one color until soulmates meet, usually the color of your soulmate’s eyes (one-color). Sometimes, however, this is reversed, and soulmates see no colors but their bond partner’s eye color (almost total). In very rare cases, there has even been documentation of complete—Izuku doesn’t have it in him to keep reading. That… that was the first thing they ruled out. It can’t be colorblindness, especially not an almost total bond. That’s impossible. That means he’s already met his soulmate."
Izuku takes a DNA test. It does not go as expected.

Heavy metal doors shut with an electronic click, cutting off Todoroki's response. Dynamight swallows and scowls, shoving his tense fingers into the deep pockets of his civilian pants. His heart hammers. The elevator jerks and drops, descending to a life Dynamight will never know.

Katsuki's shoulders roll forward into a slouch.
The smartest scientists developed a technology lauded to keep the heroes independent from their civilian lives, forging a separate individual identity through the Severance procedure.
Dynamight and Deku are the best hero partners.
Bakugou Katsuki and Midoriya Izuku used to be friends.

“I’m just curious!” Kaminari whines. Kirishima drags the box out, unlabeled and unassuming, the lid not even fully clasped over the edges. “The guy has to— Whoa, what’s that?”
Kirishima realizes a little belatedly that this is a serious breach of privacy, and Bakugou will actually murder all of them. “Nothing!” he cries, attempting to shove it back under the bed, but Ashido snatches it away.
“Please be his porn stash!” Kaminari whispers as she whips the lid off.

Then Katsuki says, and Izuku has no idea how he sounds when he does, ‘I’m in love with him and he’s an idiot.’
Or; Katsuki confesses that he's in love with Izuku on live television. Izuku didn't know, and now has a lot to figure out.
