At some point, he was unsure exactly when, he began to notice a trend. Every so often, the Doctor would be going about his life normally- normally for him, anyways, and out of the corner of his eye he would see a Dalek.
The most peculiar thing about seeing these Daleks was not that he didn't expect them to show up all over the place as it was, it was that these Daleks appeared to be acting as if they weren’t, well, Daleks. It was this that made him believe he was going insane for a while, until he was told that no,he wasn’t the only one seeing them. This just made him all the more confused.
It seemed to him as if the Daleks were playing a… prank on him. A big, universal, prank.
Or: The Daleks decide they wanted to find a new way to annoy the Doctor.
