Quirk: Enhancement. He can strengthen someone’s quirk by looking at them.
Unfortunately for the heroes he only uses it on villains. Unfortunately for the villains he only uses it on them so that they put up a good fight while he "bites them to death".
Although he has defeated many highly dangerous villains, he has never made it very high in the hero rankings since his popularity is zero. Many members of the public have said that they would rather encounter a villain than Pro Hero Skylark.
He runs the largest hero agency in Japan, called the Disciplinary Committee. Most of his sidekicks, who he refers to as "subordinates", are former criminals or heroes with black marks on their records. He also takes on many interns who are more often delinquents than hero students.
