The best way to escape starvation and a prison of a marriage is to marry each other, but that would require Katniss to let go of a promise she made to herself a long time ago, to never marry anyone.

    Peeta caved, curling into himself. “I’m sorry,” he sobbed. Katniss was quick to wrap him in her arms, trying to hold him as close as possible. “I’m sorry.” 

    She felt her own eyes growing wet. “What are you sorry about?”

    He shook his head against her. “I’m sorry. I’m sorry.”

    OR: Katniss was actually pregnant during the Quarter Quell. Peeta is taken by the Capital for much longer.
