Traditionally, anyone with Stark blood that wasn’t claimed by another house was buried in the crypt, but only the lords and the kings could have their likeness put to stone. Even Brandon, who had only been Lord of Winterfell for a few moments before his death, had the right to a statue.
Ned Stark had made an exception for Lyanna. So great was the love that Ned had for his sister that he had defied centuries of tradition to be able to see her when he grieved.
