Okina Matara needs no permission from any meddlesome elder sisters to enact her plan against Yuuma Toutetsu, so she doesn’t seek any. Flandre, for her part, does not particularly care either.
The rest of the Scarlet Devil Mansion might have liked a bit of a heads up, though. It tends to make people nervous when a securely contained[citation needed] avatar of destruction vanishes from her basement. For all they know, the devil’s little sister is missing. This might be the end of the world.
