    AU where Cia, a powerful dark witch, creates 2/3 of the Chain (Sky -> Four -> Time -> Twilight -> Wild -> Warriors) as artificial magical beings – called aspects in this world – over the course of a number of years in a desperate bid to recreate the deceased First, who she was madly and unhealthily obsessed with. The other 1/3 of the Chain (Legend -> Hyrule -> Wind) are also aspects created by First's widow, Hylia, with the purpose of finding her and her late husband's young son, who disappeared under mysterious circumstances.

    Summary

    The Safety Administration was created over a hundred years ago to best support Heroes in their fight against the growingly powerful villains and the destructive vigilantes. The SA keeps a close eye on all super-powered society so that they can better protect the general population.

    Sa has put Heroes in groups so that each Hero can use their ability to maximum effect. Super Heroes who use their powers to fight evil directly are assigned several Support Heroes who act as back-up and hero maintenance, at least one GiTC to do the more paperwork or computer-intensive work, and on occasion Sidekicks to train as either Super Heroes or Support Heroes. SA cares deeply for those who put their lives on the line to protect and destroy those who dare harm innocents.

    Recent feedback has brought to the SA's attention the need to give the younger, misguided Gifted who turned to crime or worse vigilantism a chance to do better. Each Hero group has been assigned a former Pandora inmate under the age of 25 to reform. At the end of a year, they will be evaluated. If they are found to be improving, then they will be tied to a specific Hero in the group for life instead of sent back to Pandora.

    Dream is assigned to the MSquad.

    It takes Tim three weeks to realize that he’s been exposed to something. His reactions have been off since that night at the harbour when Dick almost got thrown in the river and Bruce shoved Tim to one side to get to Dick and Tim fell face forward into a weird pile of grey dust and choked on it. The dust didn’t have any immediate effects, nothing obvious. It just made him gasp and cough and made his eyes burn under the cowl for a few seconds. Then he needed to check on Dick and then they got back to the Cave and he checked on Dick again and then Dick was saying something about a movie night and Tim found himself smiling and then he stayed over for dinner and the movie and thought nothing of it. It’s only now, three weeks later, that he wakes up in his room in the Manor and thinks wait, what? It’s only now, now that he’s flooded with sudden panic, that he realizes that he hasn’t felt anything resembling panic for three full weeks.
