Shortly after the Paranormal Liberation Front is formed, Ujiko gets a chance to observe some of its lieutenants and consider their usefulness to him and his nomu experiments. Ujiko is fond of puzzles, and nothing presents a more challenging puzzle than the nature of quirks.
Creating a nomu isn’t as simple as extracting the quirk factor from one person and shoving it into another. It requires careful thought, dedication, and craftsmanship. A delicate balance has to be maintained. You can’t just pick two random people and combine their quirks.
That's how you end up with people like Dabi.
