Ghiaccio can make it snow. After he passed his initiation - with flying colours, of course, and if they gave out grades for surviving getting stabbed in the soul, which they should, he would get an ‘A’ - and was rewarded with his stand, it was the first thing he learned. The second thing he learned was that making snow is complicated and exhausting and not worth it at all. It’s beautiful, but beauty has never contributed to Ghiaccio’s survival.
Besides, snow always makes people think about Christmas, and Ghiaccio hates Christmas, so it’s fine.
