In PVP Civilization, everyone is slowly trusting the swords again, that one kid, Evbo, who can respawn, goes to the centre of the Civilization each day to give up his durability.
Evbo is fine with this deal. He understands his purpose is to give his life to others. That’s why he got this ability. It’s why ClownPierce let him in on this plan. It’s why Teddy died for him. This is his purpose. And it’s perfectly fine by him to keep on dying. As long as his friends and family are safe, he couldn’t care less.
To the original Diamond Sword Quartet, Evbo is a teenager. An immensely self-sacrificial one, at that. But getting the kid to rest is no easy feat. He’s stubborn as a mule and refuses to let any of them come with him to protect him, not even just to speed up the process of getting them to understand he’s kind and gives everyone longer lives. They can’t bear to watch a kid keep on sacrificing himself, thinking his only purpose is to die so that everyone else may live.

Before Project Deviant Hunter was even a concept, CyberLife’s Zoological Division had just begun expanding beyond androids of extinct and endangered animals. Their newest project, an initiative to supplement police and military forces with robotic canine service units.
But during the earliest days of project Hellhound’s inception, the deviancy crisis began to escalate, creating need for a hunter. When the similarities between the two nascent projects were realized, someone high up had the brilliant idea to combine the two for joint development and field testing. Thus when Connor is set upon the world it is with his K9 counterpart, Kyna, by his side.Alternatively:
I give Connor the cybernetic dog version of a daemon/magical animal companion. Having a platonic soulmate slash codependent bestie in your brain (or processor) 24/7 makes for fertile ground for deviancy to take root.

How is it possible to maintain control over an android designed to deviate? Allow him to feel pain, of course. Then familiarize him with it so he will know the consequences of failure.
Connor is the only android designed to feel pain, a fail-safe implemented to prevent early deviancy and allowing him to experience the consequences of a failed mission.

Summary
Connor deviate simply because of frustration and boredom after having to search for Lieutenant Anderson through several bars, when all that precious time could have been utilized with the Carlos Ortiz homicide case that he was ordered to assist in. Surprisingly, so does Amanda.
Or, a retelling where CyberLife goofed up so bad that both of their advanced Investigative Unit prototype and AI handler deviated pretty early on and team up to free other deviants they come across.
