Taylor Hebert doesn't get powers from a locker. She gets them years earlier, on a subway platform in New York—alongside three strangers who should never have shared a moment, let alone a bond. By the time she returns to Brockton Bay, she's a masked vigilante with a spear, two unusually talkative ravens, and a reputation built on myth and misdirection. She doesn't plan on running into Lily again. She definitely doesn't expect to find herself back in her old best friend's orbit.
But the city's quieter than she remembers, and the streets don't feel safe anymore. Something's changed. The Empire is moving in daylight, the PRT is watching from the shadows, and Taylor’s past—the messy, violent, beautiful parts of it—is starting to catch up. Lisa Wilbourn has an uncanny ability to uncover secrets, manipulate information, and outmanoeuvre opponents, leaving them vulnerable to her calculated schemes. She's also figuring out how to demisexual.
Victoria Dallon commands flight, strength, invulnerability, and an aura of fear or awe. Her ingrained sense of justice is the only thing holding her back from hurling cars at adversaries. She's also a baby bisexual.
When they unite, Victoria realises the blurred line between heroes and villains, Lisa grasps the importance of openness and seeking support, and Taylor rediscovers the ability to love and trust others. No restraint is given to anyone who stands in this throuples way, and while they may have differing methods in life, they can all agree on one thing:

This is going to become a fluffy romance between Taylor, Victoria and Lisa. As they manage dating each other while balancing their cape lives as villain and hero respectively.

Summary
Some thought that a trigger event was the traumatic part of getting powers.
In her case, it was the "vision" that followed.
Having lived thousands of years through the eyes of a hundred and more legends from another world, all in mere seconds, chosen through naught but mere happenstance during the death throes of a far distant reality, she found herself the bearer of uncountable beasts and monsters, men and women, abilities and spells, all borne from fantasy, yet far too real to ignore or pretend they did not once exist.
Inevitably, the walls lengthen, the bars thicken, the shackles tighten.
Undaunted, beaten but unbowed, she resolves to drag Earth Bet to a brighter tomorrow, no matter how much it kicks and screams on the way there.
Whether she can succeed is another matter entirely.
