Summary

Apparently, children need affection. They need hugs. Extended touch deprivation can permanently affect brain development, leading to anxiety, depression, low self-worth, impaired empathy, addiction, mental illness, and even lower cognitive development. Deliberately raising emotionally broken children is not only monstrously cruel—it's also objectively inefficient.
And so, ROOT changes.
Torture becomes trauma-informed training. Indoctrination becomes parenting. The child soldiers become adopted disasters. There are mandatory meals, birthdays, counseling, praise for a job well done and more.
Officially, every reform is a calculated strategic decision designed to produce more stable, loyal, and effective shinobi.
Unofficially... Root agents start smiling at him.
No one is more horrified by this development than Danzo himself.
