By all means, he’s the perfect image of the kind of handsome young man that many would adore. Maybe even coo over, despite his age. Although it’s a flawless, attractive smile, the expression settles across the stranger’s face just a hint askew, like a mask with one string snapped that can only always sit a few degrees lopsided. It reminds Ryuji too much of men like Kamoshida, men so evil and slimy that with enough smooth-talking they can convince you the sheen is actually a sign of boundless, god-like benevolence. Men who absolutely, under no circumstances, can be trusted.
“Ah, you’re awake. I’m from the Tokyo Police Department.” The stranger greets warmly.
Okay, yeah, definitely untrustworthy.

Summary
Midoriya Izuku has always been written off as weird. As if it's not bad enough to be the quirkless weakling, he has to be the weird quirkless weakling on top of it.
But truthfully, the "weird" part is the only part that's accurate. He's determined not to be a weakling, and in spite of what it says on paper, he's not actually quirkless. Even before meeting All-Might and taking on the power of One For All, Izuku isn't quirkless.
Not that anyone would believe it if he told them.
