“Fuck you.” Katsuki reiterated, and whether he was talking to himself or Kirishima, he wasn’t actually sure.
“You’ve been nothing but a dick to me since I got back yesterday, and I don’t deserve it. Watch your mouth.” Kirishima snapped, and the entire room paused for a few silent seconds, before Kaminari simply turned the tv up, rolling his eyes.
“Watch my mouth? HAH!” Katsuki barked a loud laugh before baring his teeth at Kirishima. “Why don’t you kiss my fucking ass? Bastard.” He sneered. He knew he was being a jerk-off, he really did, but he’d always been shit at processing his emotions, and being ticked off was easier than saying some mushy shit like ‘I actually really missed you, please don't leave me again.’
“Fine! If that’s what you want, pull your pants down. Right here, right now.” Kirishima was glaring as he set his beer and snack aside and stood.

By the time Katsuki made it back to Best Jeanist’s agency, his skin was practically itching and he was more agitated than he had been in a long time. He snapped at a sidekick when they came to his desk to ask if he’d finished his report so it could be filed, before practically throwing it at them. Katsuki shot to his feet and stalked from the collective office quickly, heading for the bathroom. He ducked into a toilet stall, breathing hard as he finally glanced down at the tips of his now slowly blackening fingers. His fingernails sharpened and grew even as he watched, curling a little as two points of pain started up at his hairline.
No. No fucking way had he been hit with that asshole’s quirk.

Summary
Rule 72A was for ensuring that pro heroes didn’t suffer from the occasionally extreme mental load of their work by allowing emergency responders to assign a 24hour watch over heroes they believed ‘at risk’.
When this rule is applied to Bakugo after a run in with a villain with a Nightmare quirk, he is not at all pleased, all he wanted was to go home by himself and try and forget everything that'd happened. But turns out when that rule means having Kirishima with him, it is exactly what he needs.
