He heard Mandalorian's were more friendly towards younger sentients, so he decided he wanted to work in Little Keldable for the time being. Perhaps it brought people his age since there was more protection?
(In the future, Tim was dismayed on how he knew that Mandalorians, yes, were friendly towards younglings, but completely missed the information where they often adopted them.)
OR
A mandalorian!Batfamily AU where Tim is on the run from bounty hunters, and stumbles into Nightwing. All Dick knows is that this adiik needs some help. Although, he isn't opposed to adopting up such a copikla ad. Who lets their cute kid wander around Coruscant at night, anyway?

Since she cannot be happy in the Encanto, perhaps she will find happiness beyond the mountains. The world is so much bigger, after all.
