Kacchan tests in the highest percentile for soulbond-type strength augmentation. One of the highest percentiles on record. And when they tell Kacchan that he scowls and denies it.
It basically means that whoever Kacchan’s soulmate is, they love him a whole lot.
Izuku doesn’t find that surprising.
or: A soulmate’s love is supposed to make you stronger, but Izuku’s known Kacchan forever, and he seems so strong already.

Kacchan’s grip on his hand tightens, as he moves Izuku’s pointer finger up and down on the schematic. “Redundancy. Pay attention to me. Here. And here. I thought you were a fucking expert.”
“I am,” Izuku protests, and his face turns bright red, even as Kacchan lets go. “I am an expert!”
“Okay, genius,” Kacchan scoffs and Izuku’s stomach does a flip. “Fuckinʼ act like one.”
Touch me again, Izuku thinks, and for once he’s glad that Kacchan can’t read his mind at all.
or: Izuku doesn’t believe in luck. Being born as a non-telepath on a planet full of them will do that to a person.
Then Kacchan’s ship crash lands in his yard (and he starts to hope again).

Midoriya Izuku was a quirkless quirk analyst in the modern world of quirks. He had come to terms with that. His desire to be a hero was eventually directed into his job and also his lifelong hobby: drawing. Still a hero fanboy, he drew and posted lots of heroes on his art account on Twitter. Receiving commissions wasn't an unusual thing for him, but one sure did capture his attention.

Summary
Katsuki and Izuku plan the most perfect date by recreating their first date. Katsuki has his own extra agenda, however: dropping on one knee and popping the question by the end of the day, and hopefully calling Izuku his fiancé by the end of the night.
People may tell him that he's stupid and that he should go out there and find his own soulmate, but all of them can go suck his big toe. He doesn't want to be with anyone that isn't Izuku and that's final.
A stupid tattooed pattern on his skin or the lack of one on Izuku's won't fucking make him change his mind.
