“What exactly does this pact entail, then?”
Mike leans forward very seriously, bringing his face close to Will’s.
“When they make it legal for you to get married, because they will.” He pauses, as if to make sure that Will is listening. Will laughs and nods for him to go on. “And if we’re both still alone and miserable—”
“Wow. Is that the awesome future you’re painting for us on our last night?”
“Shh.” Mike is doing a decent job at staying in character, but the crinkles around his eyes are giving him away. “If we’re both still alone by then… and at least partially miserable. That part’s important,” he continues dramatically, “I’ll marry the shit out of you, William Byers. Deal?”
Or, before heading off to college, Mike and Will make a pact. Fifteen years later, gay marriage is legalized in the state of Massachusetts. These two events are intrinsically linked to one another.

“And - and we’ll go to Scoops Ahoy and I’ll get you your favourite ice cream.”
This is all starting to suspiciously look very close to a date, but Will brushes it off - it wouldn’t be the first time he’s read too much into things.
Mike starts fidgeting with his hands, when no answer comes.
“You - you know, like a proper date? I know I’ve done something wrong, because you’re not speaking to me, but we haven’t been on one in ages, so. And then, I was hoping - maybe - if it goes well, I was - uh. I was going to ask if I can kiss you again. Properly, I mean. It’s fine if not though!”
Will doesn’t hear anything else Mike might say afterwards, because his brain short-cuts.

Mike confesses to Will - then kisses him. They don't talk about it, but maybe they should.

“Sorry. I just—I have this… thing,” Mike says slowly. “I think. About you being, like, protected, I guess? Taken care of. I think that’s why I find it so nice that you’re relaxed and healthy now. Because you never got to experience that before.”
“That’s… actually really sweet,” Will says, smiling. “Is that why you always want to cook me food and buy me things?”
It’s an honest question. Mike can tell from the look in Will’s eyes. He’s being completely genuine, not even trying to tease Mike about it. He probably doesn’t realise how deep this runs. Just how badly Mike wants this.

Will is happy, healthy, and glowing. Mike has a very hard time being normal about it.
