   District 9, Panem's breadbasket, is entirely over looked in the canon series. Cannon fodder. Their district makes flour, not fighters. They rarely win.
   But what if a girl did, miraculously, won the games? Not because she is a fighter, or even hoped to win, but because in the arena she witnessed something so horrifying? What if this girl watched a boy from district 6, Titus, and came to the stomach churring realization that she would do anything to not be eaten alive?

   Fear and violence are tools often used by oppressors to ensure compliance. Sometimes it does not work. But sometimes it does.
