"Never cut your hair okay? It looks nice long!" Diluc had once said when him and Kaeya were both young. They'd been closer back then, happier. Now, that bridge had been burned; even if Diluc had come back since the fight all those years ago, it still felt like he was gone. No matter how much Kaeya hoped, his brother, Diluc wanted nothing to do with him. No amount of mourning would change that so instead of grieving the loss of the brother he once knew, he let him go.
Or in short, Kaeya is tired of missing Diluc all the time so he finally accepts the fact that what they had is gone and he cuts his hair. (He decides to stop trying to repair things between him and Diluc.)
