Summary
Tommy had been doing fine on his own. Sure he was hiding from the foster system, but he only had to worry about that if he got caught. After sprouting a pair of wings at age sixteen, Tommy picked up a hobby of following one villain around the city; The Angel of Death one of the leaders of the Syndicate. Even though he hides his wings in public, his new instincts are working overtime and have imprinted on the Villain and now Tommy couldn't stand not being near the Villain. Now he just has to stalk the villain without being killed by said Villain. What could go wrong?!
Meanwhile Philza and his sons are trying to fight against the government, but start noticing a kid following them. They don't know what to think of him. Wilbur and Technoblade think he might be a hero in training. Phil however, is more than content enough to have the kid following them around. Now he just has to not give in to the instinct to take the kid. He's into anarchy, not traumatizing kids.
(I posted this story up before but found elements in it that I wasn't happy with, so I took it down and re-wrote certain parts.)

The claws on Phil’s fingers could probably shred Wilbur’s skin to ribbons. Instead though, his touch was as light as could be as he cupped Wilbur’s face, thumb brushing his stinging cheek.
The scales were rough, but didn’t scratch him. If anything, his hand was blessedly cool against the heat on his face.
“Why is only this part of your face red?” Phil asked, his voice low.
Wilbur couldn’t remember the last time someone had cupped his face like this. The last time anyone had been gentle like this with him. It took all of his willpower not to melt into Phil’s hand.
“One of them hit me,” Wilbur admitted softly.
or, Wilbur is the cabin boy on a pirate ship, at least until the ship sinks and he's left marooned on a deserted island. It's just him, the few others that survived the wreck, and the waves to keep them company. Well, and the merman. Because apparently those things are real.
or or, being marooned on an island isn't too bad when you get a found family out of it.

And that’s only considering the history of Earth. The Universe at large is millions upon billions upon quintillions of years older than that. Enough time for stars to die, for solar systems to decompose, rot away into nothing but solar dust and crumbling asteroids.

In his dreams, there had always been a voice. A soft melodic voice that sang their mother's lullaby. A more monotonous, but just as loving voice that promised he'd teach him to fight one day, once he was old enough of course. The doting voice of a mother laughs with a toddler as she gently tries to fix a small crown onto the boy's brow. And then there was the gentle voice of a father, that promised to always keep him safe from those who'd do them harm.
And in the morning when the boy would awake, he'd wonder who exactly he needed to be protected from.
"Tommy?" A voice called out from the doorway and Tommy grinned gleefully at the sight of his older brother.
"Dream!" He yelled, stumbling out of bed and into his arms, hugging the man tight. His brother returned the hug in kind, his hands pressing warmly into the spot on his back where his wings would ignite from for the first time in a few days, fully grown.
Surely Dream was all the protection Tommy would ever need in this world, right?
A knot of doubt coiled tightly in his chest.

Wilbur does not like field trips.
He did this morning, when they left, and a week ago, when it was reported that they were supposed to go to the greatest science lab in the country, thirty minutes’ ride outside the city. Techno might be the nerdy twin, but Wilbur can appreciate possible cures for cancer, and he can definitely appreciate a day out of school, so it was with great vigor that he got Phil to sign the permission slip.
Now, though, Wilbur thinks he may have made a great lapse in judgement.

Oh-kay. Either he fell off his fire escape yesterday and hit his head hard enough to send him straight into a coma, and all of this is just one fucked-up dream; or, and he likes this possibility considerably less, the spider bite gave him fucking superpowers.
His life got real weird real fast.

At sixteen, Tommy struggles with getting through school, keeping his passion for handicrafts alive and his relationships with his foster family steady. All of those things start to seem rather minute when he gets bitten by a radioactive spider after a field trip to Oscorp, which creates about a million more problems for him.
Mainly, he can stick to his ceiling now.
Also, he (sort of, accidentally) becomes a superhero, and he can’t let anyone know.

Instead, he was met with silence, Siren standing rod straight, a tenseness to his shoulders that Tommys never seen before.
“No fucking way,” Siren breathed, not more than a whisper in the night. “Tommy.”
or, Wilbur leaves Tommy in the foster system when he ages out. Tommy spends years on his own growing bitter towards the world, and when he develops powers, he decides to leave the group home and create a life for himself. There's something strangely familiar about the hero Siren, though, who seems hell bent on stopping his villainous activities.

Techno's eyes travel from Tommy's head to his toes, recognition didn't flit across his face like Tommy had anticipated. Nine years did change a person a great deal. Techno, who had only been fourteen the last time Tommy had seen him, was now a grown man, well muscled, all traces of boyishness gone from his body. Though he was still recognizably Techno. Tommy on the other hand had been six. A runt with bright eyes and a firy personality. Tommy wondered if the years had rendered him too changed for his brother to know him.
Then it happened. Tommy saw the instant Techno put the pieces together. He stood up in a rush, his book falling to the floor in a heap, while his beer sloshed around in its bottle.
"Tommy?"

Tommy winds up at Techno's doorstep after nine years of separation. He'd found him online via article. Apparently Tommy's brother was a semi famous bullrider. Tommy didn't care about that though, he just needed somewhere to stay. A cabin out in the middle of Texas would just have to do.

Hesitantly, he presses a trembling hand to the glass.
The entire universe is spread out underneath his finger tips, hundreds upon hundreds of stars swirling in constellations he doesn't know, a melting pot of dazzling colors, vivid pinks and deep blues, swatches of yellow and green.
If he squints, he can make out planets. Tiny little dots, hardly bigger than the nail on his pinky finger. That little grey one must be Lestea, the trade moon they just left, but the others? he has no idea.
One of them must be earth. How ironic is that he's the first human to ever leave the Milky Way Galaxy, and all he wants to do is go back home?
(In other words; After rescuing Tommy, sbi and co. embark on a roadtrip through the Esempi Galaxy to return him to his home planet, Earth. They make a few pit stops, piss off some shopkeepers, make some strange friends, and learn how to be family along the way)

Tommy Watson is sixteen years old and completely blind. (Well, he has some light perception in his left eye, but he feels that hardly counts.) After being adopted at age seven, he’s grown up the only non-powered person in a family of superheroes.
At sixteen years old, Tommy Craft is the youngest prince of the Antarctic Empire. He and his family are the last full-blooded avians, and he’s always been proud of his heritage and golden plumage.
Sixteen-year-old Tommy Innit has been surviving on his own for as long as he can remember. He’s an araneo, a species known for having four eyes and six arms. He dreams of being able to leave his planet and explore the stars.
Tommy Watson shouldn’t have been in his dad’s technology lab. Tommy Craft should have known better than to pick up unknown magical artifacts. Tommy Innit is suddenly stuck hiding two weirdoes who have his face and speak an alien language from planetary authorities. No one is happy about this.
