Clair Blackthorn. Heiress of the esteemed Dragon Clan of Johto, gym leader in her namesake's city, "Blessed User of Dragon Pokémon," youngest Blackthorn Gym Leader at age twelve and the self-proclaimed "best dragon master in the world."
She is arrogant, unable to take criticism and when she is called out for it, she's more than ready to have her Kingdra deliver a Hyper Beam. She also withholds the Rising Badge from trainers who have defeated her fairly and rightfully earned the Rising Badge until they have passed the trial in the Dragon's Den, all while fully expecting them to fail.
The Indigo League was often "persuaded" to allow Clair to keep her position, despite the almost non-existent number of trainers from Johto reaching the Elite Four, the opposing pressure from the higher-ups to get Clair to straighten out, the many fines and fees she has had to pay in return as compensation, and the many complaints from her challengers.
There are the rare few occasions where she loses such battles; but in the end, Clair's position always overpowered a nobody trainer. What difference would the newest complaint make—?
"You're fired."
