That is until he meets a strange man by the name of Aizawa Shota; a teacher who's like no other Izuku has ever met before. Caring and kind, someone who actually listens. Perhaps there is a light at the end of the tunnel after all?
Maybe not all Heroes need a license to be a Hero.

Summary
When everyone found out that Izuku was quirkless, Katsuki was furious… at first. The two fell out, yeah, but it only lasted a few months.
When Katsuki saw some of those extras that followed him attacking Deku, HIS Deku, he snapped. His body moved on its own, and he found himself punching, screaming, and blasting them until they ran off. Izuku looked up with tears streaming down his face, shocked.
Katsuki placed a hand on his knee as he bent down to help Izuku up. “Don’t listen to a word they say, Deku. You’re still gonna be a hero. I’ll make sure of it.” Katsuki pulled the smaller boy up before lightly punching his arm. “Not as good as me, obviously. You can settle for number two.”
Izuku giggled wetly and hesitantly countered, “We’ll see, Kachan. If you’re helping me, then I’ll surpass even you someday!”
Katsuki scoffed and led the way back to his house. “Yeah, I’d like to see you try!”
Standard quirkless Deku fic, but he and Katsuki stayed friends, and are now at the cusp of their hero careers at UA- Language:

Before the Problem Child can dump another cosmic mystery on him, a man shoots out of the alleyway. He’s tall, with nothing really special about him to identify aside from the knife he holds to Midoriya’s throat. Shouta immediately grips his capture weapon and shifts into his ready-to-kick-ass stance, as Hizashi likes to call it. The kid in question looks nowhere near as scared or shocked as he should with a sharp weapon pointed at his neck.
“Oh,” Midoriya blinks, “This must be the progression.”
